I. Purpose
This regulation addresses service and other animals on campus.
II. Scope
This regulation applies to all animals in UNCSA owned or leased buildings or on UNCSA campus grounds.
III. Definitions
A. “Feral Cat Management Program” means the program to care for feral cats residing in and around campus.
B. “Service Animal” is defined by Americans with Disabilities Act (ADA) as a dog that has been individually trained to do work or perform tasks for an individual with a disability. The task(s) performed by the dog must be directly related to the person's disability. A miniature horse meeting ADA specifications is also defined as a service animal.
IV. Regulation
A. Privately owned animals are permitted in UNCSA buildings only as follows:
1. A “service animal” for the disabled.
2. Animals brought to campus for a purpose specifically authorized and approved by the appropriate dean, Executive Vice Chancellor and Provost, or Vice Chancellor for Finance and Administration such as:
a. an animal show, contest, or other event involving the display or demonstration of skilled or trained animals; or
b. a UNCSA class, demonstration, performance or production.
3. Fish, if permitted by an applicable Residence Life rule, policy, or regulation.
4. Animals, as permitted for full-time Residence Life staff.
5. Animals permitted by authority of the Fair Housing Act, 42 U.S.C. 3601 et seq.
B. Animals are permitted on the grounds of campus when in compliance with the Forsyth County Animal Control Ordinance, Chapter 6 of the Forsyth County Code and The City of Winston-Salem leash laws.
C. Feral Cat Management Program. Cats are permitted on campus pursuant to the Feral Cat Management Program.
D. With the exception of feral cats, any animal on campus must be under the control of a competent person, restrained by leash or other adequate physical control, and attended at all times.
E. Except for feral cats, animals found unattended may be turned over to the Forsyth County Animal Control.
F. The handler of any animal on campus for a specifically authorized and approved purpose must also comply with other conditions the dean, Executive Vice Chancellor and Provost, or Vice Chancellor for Finance and Administration authorizing and approving the animal’s presence may impose. The owner of the animal must also sign the Animal Consent and Release Form.
G. Violations
1. Persons violating this regulation will be requested to leave campus with their animals immediately.
2. Persons violating this regulation must pay UNCSA for all charges assessed under any residential policies or agreements and all expenses incurred in cleaning or fumigating UNCSA facilities. Such persons will also be responsible for any and all fees and penalties levied by Forsyth County Animal Control.
H. To report the presence of an unauthorized animal, call UNCSA police at 336-770-3321.
