Updates from the UNC Board of Governors

I am writing to share with you my report from the September 2023 meeting of the UNC Board of Governors, the first of the 2023-24 academic year, which I returned from last Thursday at the UNC System headquarters in Raleigh. As I have mentioned previously, the purpose of these messages is to highlight some of the important UNC System initiatives and decisions coming out of each meeting of the UNC Board of Governors, giving quick access to topics that may be of particular interest to the UNCSA community. All materials from each meeting are published on the web, and all committee and full board meetings are livestreamed on PBS North Carolina. The full board meetings are also archived for later viewing. 
 
As a reminder, each year two of the annual meetings of the UNC Board of Governors are hosted on the campuses of constituent institutions, and this year UNCSA will be one of those institutions. We will welcome the UNC System leadership, members of the Board of Governors and institutional delegations to our campus for the meetings on April 17-18, 2024, and look forward to the opportunity to show them the vibrancy and importance of the work that we do at UNCSA.

  • In his report, President Hans focused on his commitment to higher education affordability and access for residents of North Carolina. He stressed the importance of keeping North Carolina resident tuition flat, which it has been for the past seven years. He proposed that this policy would continue in the coming year and beyond for a full 10-year period.  
  • The consent agenda was passed unanimously.

Joint meeting of the committees on University Personnel and Educational Policies, Planning, and Programs

  • Acting Senior Vice President for Academic Affairs David English and Faculty Assembly Chair Wade Maki gave an update on the progress of the Faculty Policy Initiative Task Force, which included the Faculty Retirement Incentive Program, Post-tenure Review, Teaching & Professional Track Faculty, Evaluation of Teaching, Faculty Workload, and Awards & Recognition.

Budget and Finance Committee

  • The Deloitte Consulting group presented a study on Enterprise Resource Planning (ERP) and the timeline and total cost to replace the existing ERP technology at the current 15 institutions and the System Office using Banner with a single instance cloud-based ERP. The principal goals of the migration will be to create a shared governance and knowledge-sharing model, analyze and harmonize policies, and rationalize the IT landscape. The total cost of the migration over a six-year period is projected to be $164 million. 
  • Senior Vice President for Finance & Administration Jennifer Haygood presented the proposed 2024-25 tuition and fees guidance for the coming year, which was very similar to last year, keeping resident undergraduate tuition flat, allowing campuses to propose increases in nonresident undergraduate and graduate tuition, as well as resident graduate tuition. The guidance allows for campuses to propose small increases in mandatory and special fees (up to 3%) with clear evidence of need and impact.  
  • Chief Financial Officer Haygood presented the FY2021 report on Facilities Inventory and Utilization, which can be viewed in the additional materials.

Educational Planning, Policies and Programs Committee

  • Vice President for Academic and Student Affairs Bethany Meighen presented a systemwide mental health update, with a focus on suicide prevention, protective & risk factors for resilient students, the impacts of social media, and new resources being deployed to campuses, including UNCSA, by the System Office (QPR, itMatters, and JED Campus). 
  • Dr. English gave a preview of the UNC System enrollment report that is being prepared for the Board of Governors for the November meeting. He indicated that overall System headcount was up 1.3%, undergraduate enrollment was up 1.8%, graduate enrollment was down about 1%, and that this year’s freshman class was up 6%, the largest in System history.

University Personnel Committee

  • Vice President for Human Resources Darryl Bass reported that the UNC System Office is currently working with the Buck HR consulting firm on a study of the market competitiveness of SHRA employee salary ranges, which have not been updated in over five years. They are developing a proposal for consideration by the board that will align closely with the market, likely increasing ranges in some categories from 7.5-25%. They are hoping to receive Labor Market Adjustment Funding (LMAR) from the legislature that could help fund the increases once implemented. The proposal also must be approved by the N.C. Office of State Human Resources.  

University Governance Committee

  • Senior Vice President for Legal Affairs and General Counsel Andrew Tripp presented the annual report on Free Speech and Free Expression within the University of North Carolina (Page 20). 

Strategic Initiatives Committee

  • Board of Governors member Mark Holton presented the agenda plans for the Strategic Initiatives Committee for the coming year, which will include a focus on the current Return on Investment (ROI) study, the impact of Artificial Intelligence (AI) on higher education, and a review of the Carnegie Classification System and its impact on policy and governance. 
  • Senior Vice President for Strategy and Policy Andrew Kelly shared a presentation on trends and factors related to the current focus on ROI in higher education (Page 9), and representatives from the Deloitte group gave a summary of the legislative-mandated ROI study that they are finalizing for the UNC System. They indicated that the data is currently being finalized for presentation and discussion in the November and January meetings of the UNC Board of Governors.
